The ultimate objective of the Workers Party Pakistan is to eliminate all forms of exploitation of man by man on the national and international levels. This necessitates a long and enduring struggle to realise this objective. In order to accomplish this struggle, the Party would organise the exploited workers and all other classes of Pakistan, and would coordinate its movement with other such movements at the international level.

Workers Party Pakistan

Guiding Principles

Adopted at the Founding Conference held in Lahore on 20-21 March 2010  

1.      The ultimate objective of the Workers Party Pakistan is to eliminate all forms of exploitation of man by man both within Pakistani society and throughout the world. This necessitates a long and enduring struggle for which the Party will organise the toiling masses. The party will ensure that its building of a working people’s movement in Pakistan is part and parcel of international initiatives towards the same ends

2.      In Pakistan, the party’s immediate objectives is the establishment of a democratic political order wherein every citizen will enjoy equal economic, social and political rights irrespective of his or her colour, race, gender, nationality, religion or creed.

3.      The Party will  struggle for the abolition of feudal, aristocratic and tribal chiefdom systems that have existed since the British colonial period and for the transformation of Pakistan into a modern industrialised country.

4.      Pakistan is a multinational state and the basic principles of its charter are laid out in the Lahore Resolution of 1940. The Party is committed to establishing a genuinely federal system of government on the basis of the Lahore Resolution such that all federating units  control their resources and can safeguard and promote their languages, civilisation and cultures. Basic changes will be made in the Constitution so as to eliminate the possible supremacy of one nationality or federating unit over the others. Federating units will not be conceived simply as administrative entities but instead the civilisational, linguistic, geographic and historical legacies of each will be celebrated and promoted which will contribute to the establishment and strengthening of a genuine federal democratic system of government.

5.      The administrative apparatus of the state will  be answerable to democratic institutions at all levels; elimination of bureaucratic despotism is necessary for the state to become genuinely representative and a servant of the people. The overbearing influence of the civil and military bureaucracies over the economic and political spheres will be eliminated.

6.      Pakistan will be turned into a secular democratic state. Mr. Jinnah’s speech to the Constituent Assembly on 11th August 1947 will replace the Objectives Resolution as the preamble of the country’s Constitution.

7.      The Party will adopt an independent foreign policy and will not allow the territory of Pakistan to be used to achieve imperialist objectives. A policy of friendship and cooperation with neighbouring countries and the wider regional bloc will be made an integral part of foreign policy.

8.      The Party will emphasise regional cooperation so as to promote the development of industry, trade and science.

9.      The dependence of the country’s economy on the international financial institutions will be eliminated. The role of monopoly and comprador capitalists that are the primary hindrance to national industrial development will be suppressed.

10.   The party will support all efforts towards the establishment of peace, disarmament, the banning of nuclear weapons and reduction in military spending. All movements resisting the neo-colonial system will be supported, and efforts will be made to unite progressive, democratic and working people in support of the transfer of material, scientific and other resources to peripheral countries, so as to establish a new and just international order.

11.  The Party will strive for conservation of the natural environment and for the mitigation of global warming effects, and will support all such movements at the international level.

12.  The Party will make efforts to organise industrial workers, farm workers, tenants, haris, professional groups and all other working people, students and youth into independent democratic bodies, and to provide leadership in political and ideological matters.

13.  The Party considers women to be the backbone of society. Without women’s participation, there can be no meaningful social and economic progress. All discriminatory laws against the women will be repealed and women will be given equal opportunities to fulfil their economic, political and cultural capabilities.

14.  The Party will struggle for the economic, political, social and religious rights of minorities, so that they can be recognised as equal and integral members of society.

15.  The youth of Pakistan is the biggest asset of this country. Greater opportunities for their education, recreation, culture, sport and employment will be created. The Party will inculcate in them enlightened and democratic values and attitudes.

16.  The Party will be a democratic organisation. Democratisation of society will be based on the model of democracy that prevails within the party, which will feature participation and promotion of dissent from the lowest to the highest levels. This will give credence to the party’s struggle to make Pakistan an independent, progressive, prosperous, democratic and federal state in the true sense.

17.  Education and healthcare will be fundamental rights of every citizen.

18.  In the light of these principles and program of the Party, basic and necessary changes will be brought about in the Constitution of Pakistan.
